Because some of them are neat. I have in mind Lightning Rod (lightning nova proc), Aetherwoe (aether wave proc). They are not especially powerful but they make for a funny playstyle.
mostly in steps of torment for me… but if u have a ton of low lvl chars u should by now have gotten a considerable amount of low lvl epics by just going through the content.
RNG and farming low level areas
Any nice area to suggest? 
I’m going the Path of the Three in Veteran currently, there is level 60 mobs and a decent amount of chipped claws.
Only thing from low level epics that I farmed was BSoD, was doing exclusively hive and had to die like hundred times in order not to breach lvl cap for BSoD drop, it was mayor pita.
