How to spam callidor's tempest

I see forum posts and videos showing callidor’s tempest builds. None of them seem to explain how this skill is being spammed. I have a six second cooldown on mine. Even will skill cooldown reduction gear, I don’t see how people are spamming this attack a few times a second.

Not an expert, but maybe they have not taken the Wrath of Agrivix Transmuter. It seems to add a 6 sec cooldown

Tiger is correct, Wrath of Agrivix adds a lot more damage, but adds a 6 second cooldown.
