Nope, you still have it for 100% of time
In campaign you don’t need to save skill until you need heal. In Cruci or SR you anyway use it very often

I would be totally fine if the modifier would increase the duration. Why? The ‘normal’ version of Word of Renewal, Pneumatic Burst and Blood of Dreeg heals you while providing some other, combat related, buffs. But each skill has a modifier that also increases resistances. These modifiers are mostly taken into account to be online all the time when you build your character.
So, if that modifier would also incease the duration of it by 5 seconds per point (so 1 - 2 additional minutes), it would be fine as is? No need to use it all the time to keep the buff, while people that merely put a single point into it still don’t have an endless amount of duration.
Hell, it would be fine if it only increases the duration after attaining soft cap, so from rank 13-24 …

I’m going to go the other route, the route of the devil’s advocate:

Tone it down. Give it some downtime, but also reduce cooldown alongside the duration: 5s duration, 10s recharge or so. Same with field command, same with solael’s [ideas&feedback]fire, aura of conviction, veil of shadows, flame touched, stormcaller’s pact, the list goes on.

active skill rotations make the game more alive. passives more boring.

I’m on the side of make the duration longer (like 5 mins or something) and keep the cooldown as is.
I def wouldn’t want it to go the other way so you have to keep pressing it every 10 sec. There was a skill like in Torchlight 2 that had a 10 sec duration and 8 sec cooldown and it was really annoying to use but it was very strong so you kind of needed to at high levels.

But to be fair Blood of Dreeg isn’t that annoying to use as it lasts a bit longer than some of the others.
