I'm surprised to learn just how hard it is to starve livestock

I realize I’m turning into a balance and challenge curmudgeon on this forum, but… I just discovered that with pretty good grazing land (like, say, 75% fodder quality?) I can starve my livestock every winter and they won’t die. It’s -100% herd health, so it was a little bit of a surprise to me that it would sufficiently reset every single year that I didn’t need to worry about it. (although the “no fodder” notifications always looked ominous)

Is this an intentional balance point, where you really, really need to starve livestock to have them die? If not, maybe this is something else that could be added to the standard difficulty slider?
