Your tier 2 or 3 town is struggling and you need more people but the immigration rate is like 92. It’s a tough situation, and years can go by without anyone new coming. My idea is a policy or tech for an Immigration Bounty, kind of like posting an ad to the world to invite people. When you turn it on, this is what happens:
- You get to set a bounty per immigrant from 10 to 100 ingots per immigrant. The higher you set it, the more often immigrants will arrive to claim it. The immigrants seeking the bounty are in addition to the normal immigration.
- You must have enough ingots to accept the entire group, and if not you must turn them away. This rule makes you think about how much you should offer based on your town finances.
- If you do turn them away it permanently lowers the rate that future immigrants will come for the bounty because you effective broke your promise to pay them.
- Some immigrants won’t know about the bounty. They arrive like they do currently and can be accepted for free.

One reason you are not getting immigrants might be that your food is low. More population might just make this worse?
I’ve had food and dwellings in abundance and no immigrants, then famine and almost no viable merchants as well as a raid in progress and 11 migrants arrive, there doesn’t seem to be an algorithm working properly.
I think what you observed is more likely due to the randomness of immigration. Good housing and food supply make immigration more likely but of course not guaranteed. If you keep getting “bad rolls of the dice” for a long time it would seem like your efforts to attract immigrants aren’t working. Perhaps the effect of these good conditions is not as strong as it should be and if so the algorithm might need some tweaking.
On the flip side, when conditions are kind of bad you may get lucky rolls of the dice and immigrants show up unexpectedly like you saw.
When both things happen (no immigrants during good conditions and immigrants arrive during bad conditions) it will definitely appear the algorithm is screwy, but that’s kind of the nature of random events.
All that being said, I now believe the idea of an immigration bounty isn’t very good. In fact, it would be just a band-aid to hide the real problems. Better to work on making your town attractive and eventually the immigration will happen. Patience!
