Soap Shops have a maximum of 20 Tallow which can be stored, yet use up 5 Tallow per worker cycle, so with 4 workers that storage is going to be instantly empty while stocked, forcing constant resupply of tallow, leaving the other workers to wait around for the resupply unnecessarily often.
