Is it normal to be level 17 after i turn in first quest

i bought the expansion because i want to try cyclone, but after i played on ultimate difficulty, not only i need to hit like 20 times to kill a level 1 monster but i leveled to 17 from 8 after i turn in my first quest, it’s unable to play now, because all my gears are around level 8, and i cant even kill a normal monster.
is this normal?

Yes, you are starting from Ultimate so it’s going to be VERY hard and VERY slow initially. I did the same and it takes a few hours to really get rolling since you need good gear and skills. I’m level 54 and it’s still kinda slow, but that’s the challenge of starting in ultimate.

One tip I can give you is since you now have all portals unlocked in normal/epic you should run through to where shrines are easily attainable in those difficulties. I unlocked 20 or so shrines within an hour doing this. That should help a little, at least.

Another tip if you have a previous ultimate character (sounds like you do) is to buy some XP potions from the malmouth faction which will make leveling much faster.

You could also run through crucible a few times and level up and gear up to make ultimate a little easier.

If you don’t have gear to twink your character when you level jump like that, then don’t turn quests in.

On the contrary. Turning in quests should be your main priority if you want to level up in a somewhat timely fashion and you do need to level up to be able to kill stuff a bit more comfortably.
Gearing up again is not really a problem and you will have to do it anyway. You can also buy stuff from the vendor if you are in dire need of something.

Yeah for sure, turning in quests for huge XP is the best way to progress starting fresh in ultimate. You’re going to hit some slow parts and it’s going to be tough, but you’ll eventually start leveling enough to flesh out your character and get higher level items.

Yes it’s normal. Experience from quests does not change if you skip to Elite/Ultimate so you rapidly gain thousands of experience, thus gain levels quickly early on.

Skipping to Ultimate is meant to be difficult. Crate figured that it’s something that only experienced players with hundreds or thousands of play time hours would do to power level characters thus they should be able to tackle the difficulty sufficiently well.
