I’m not a native language carrier obviously, so I ask those who are. Shouldn’t it be “Look upon me IN despair”? Or is this correct? If so, I’d like to know in what circumstances and context you say that =)

No, it’s correct.

I guess it’s like saying “Look upon me and rejoice in my coming for I am the lord, your god.”

It’s not every day English, but it is English; just a more esoteric use of the language.

No, this is right. It would have a similar context or meaning as “Look upon me and cower”.

The people above are wrong in their examples.

It is more like “Look upon me and feed me ice cream”, obviously.

A same usage of ‘‘Despair’’ from a poem by Percy Bysshe Shelley called Ozymandias;

''I met a traveller from an antique land,
