Item chance on attack modifiers affecting spells?

For example I have the thundertouch bracers which give lightning bolt proc at 5% chance on attack. Does this apply to my wind devil and storm totem and other such skills? Or just weapon attacks?

Does not have to be weapon attacks for item procs.
