By comparing the attched skill “survival instincts” to that of a suffix gives the ideas how under-designed it is. On the other hand, the cooldown duration is 20S. personally I would think 15S is more proper. Considering any fragile caster is more leaning on this attribute for life.

this amulet is like a superpower being. It makes all other amulets less shining and secondary. Once you have it, it is hard to replace. Maybe some cutdown of this item is better.
