Something seems weird with this: I can make the building in age 2 but the foundry building to transform the ore into something useable to make barrels is only available in age 3.
This is a feature of the game. Advanced crafting at T2 can only be accomplished through trade, most likely Akta of the Iron Clan will be the one to supply you with the requisite goods. You’ll have to purchase at least one unit of heavy tools to get your industry started once you reach T3, two if you want to be self sufficient from the get-go.

Yep I was in this boat the other day - I figured I’d have to buy a Heavy Tool to get myself going. It is odd, and slightly frustrating waiting for Akta to appear, but just save enough gold to buy them as they aren’t cheap!
