I think rare helmets can only roll 4% cdr, same as rare amulets. And duration to mirror could somehow be utilised with Iskandra’s set and Star Pact I guess. But then there is clairvoyant set if you want to stack CDR so that green helmet is kind of useless.
I`m not even sure we need extra duration to MoE. This skill is alredy borderline broken :eek:

I would also like to see more sets without a helm in them, both to make other options in the slot more attractive and to avoid the endless grind to find those blueprints.
Helms and belts are in a similar situation where the presence of +1 class tends to invalidate all green options. Belts also have some powerful conversion options that manage to outvalue +1 class.
As mentioned earlier there is increased competition for helm slots as a set piece is going to lock the slot down immediately. In the absence of a set piece it is very compelling to make use of a helm that has +1 class on top of a suite of useful benefits (venomblade with its conversion, spellgaze with PRM bonuses, Outcast’s secret that manages to combine devastation CDR, a meteor proc, and up to 7% CDR all in one). Or in absence of all that you just snag a +1 all skills helm that also has CDR or RR riding on it.
Sets being the #1 offender, the cases where you don’t have a set-helm for a build tend to want +1 class because it may be a less supported build hungry for skill points.
An example of a helm I might consider using is…
(formidable?) Lifestealer’s Visage (of kings?)
35% aether resistance
10 vitality damage
+40% vitality damage
+40% vitality decay
Grants skill: ravenous embrace. Blah blah blah stats grants the ability to dual wield, vitality auto attack replacer
If it’s not a hysterically big bonus or build defining in its own right, there’s not much chance of a helm dethroning the current legendary/blue options.

One-off stuff like Conversion is fine and all, but more often than not makes such items more selective in terms of compatible builds, narrowing the possible reasons one would ever use said-item.
For instance, without using +1 All Skills, could you create a Cadence MI Helmet that could be arguably competitive with the Warborn Helmet? What about an MI Helmet to compete with Light’s Defender for Quick Jacks/Storm Totem?
Life steal and/or WD% added to an ability that normally doesn’t have it.
Think Spellgaze, this can be a game-changer and make underpowered skills more attractive.
This is enticing but not sufficient without especially high quantities of the stat. Spellgaze is a special case because there aren’t really too many PRM sets in the game that take up the helmet slot to begin with.
Resist reduction (stacking or not).
A good amount of RR is always welcome, and if this modifier allows you to skip Manticore for example, it could be worth considering over a set helm.
As above, would need to be notably large (e.g., >15% stacking). I’m not trading +1 <Mastery> for ±10% Cold Res to Veil of Shadow, for instance, as is found on Chillstrifes, ESPECIALLY because a lot of sets involve some -% Resistance in later ranks of the set anyways or on the head slot to begin with (such as Ulzuin’s set).
Uh… hm… if there’s a way to code in a chance to generate stacks… 50% chance for the cadence hit to refill itself such that the following hit is a cadence hit?
