MI items - one not dropping and some other observations

I’ve been spending the last few days farming MI items for crafting amongst other things. I gathered the list together and popped into normal games and got to farming. However, this turned into a little bit more and I got curious, I’ll explain below under each item. This is quite specific curiosity and in the grand scheme of things doesn’t have a big impact (apart from the fact I can’t get one item to drop), so this is more about me understanding the reasoning behind these issues than anything else.

Murderer’s Cowl
I have killed hundreds of “Cronley’s Gang - Murderer” and I have seen dozens and dozens of Murderer’s Epaulets but not one Cowl. I’m not convinced it drops.

Obsidian Bulwark and Yeti Horn
This was more of a curiosity thing than anything. I’m not convinced these items can exist at level 20. I saw the level 20 tag on both and it got me thinking. I used a very twinked level 23 character to farm Ashen Waste and Asterkarn Road respectively and the mob levels are 33-35 at their lowest. They dropped the level 35 MI items, but I think the level is too high for them to ever drop the level 20 MIs. Can these items exist anywhere?

Kilrian’s Skillbreaker
Again this one got me curious but in a different way. The level requirement is 22, but after killing Kilrian many times, the lowest level requirement I got on one is 24. Not sure why that would be - interested in anyone could shed some light on this.

  1. Cowls used to drop, not an item I keep track of much

  2. sounds like the level 22 one is highly unlikely to drop

  3. level 24 is the level 22 MI with a level 24 affix

Now that you mention it I haven’t seen a Murderer’s Cowl in ages…seen lots of the shoulders though.

The yeti/obsidian items can probably be obtained at their lower level in the Crucible but perhaps not in the main campaign.

This just dropped for me in a crucible chest today.

I’m pretty new to the game so not done massive amounts of farming yet so have not done many Cronley runs , but I have a murderer’s cowl in my stash , dropped a few days ago , it’s lvl 32 .

One just dropped for me in Elite Cronley’s Hideout playing normally with a lvl 55 char… I think it still drops (unlikely the level of the character is involved though) and the OP was simply unlucky…

Even if they -can- drop, it’s very odd that they do so much less than shoulders. I’ll have 3-6 green murderers shoulders after a typical cronley run and no cowls.

Sure, but I did this for about 4 hours. Every other MI took about 1 hour or less.

I genuinely think it’s a bug, as I must have seen 100 shoulders and not one cowl. I gave up and have started a new character and will come back to it at some point.

While it is not a bug, the drop rate will be a bit higher in 1.0.0.6.
