Modding Grimmarilion without repackaging the whole mod?

I wanted to create some relics and other gear to help enable Hybrid Pet builds because those are known to be less than viable with pets that don’t scale with the player.

It will be a mod for personal use at first.

Seems like a simple enough thing to do, just add items to stores/recipes or the loot table.

Can it be done as an add-on, without repackaging the whole mod?

You need to build a new arz, but you can leave the arcs alone if you do not add anything to them
