Several people extinguished at home, the rest worked. There was plenty of water.
Getting that a lot recently, and expensive. Used to be villagers rushed en masse to put out fires, now I see spectators and rubble, fortunately no one dies. (perhaps that can be added as a cause of death, if a villager was there at the time of the fire?)
If there is no water in your wells then the people can’t put the fires out.
Make sure you have plenty of wells distributed throughout your village.

Wells can/do run out of water.
When this happens, the people stop fighting fires.
