This guy seems like a bot due to the nature of his posts having nothing relevant to the threads and they generally seem like they are spam
If you feel a post is spam, then simply click the report button in the top right corner of the post and it will be looked at by a member of the team.

yes, just use the report button that is above the post, as mods and admin will see the post been flagged as spam, and they will take the needed action, its what I do when I see spam posts,
I will say, as a new member, that the rule seems a bit counterproductive in terms of spam to some degree. For instance, I made this post only so that I could send a private reply to someone about a trade. 
Perhaps some kind of email verification with captchas or something?
Your 3 useless posts just to get access to private messaging will always be more welcome than spam
