I had three raid camps appear right alongside roads and wipe out large numbers of villagers. I’m not sure what triggered it.
You are almost certainly running a mod.
Raid camps cannot generate during gameplay in the unmodded game.
Wolf packs should be able to, and if your villagers keep leaving then perhaps they should form new raid camps?
