I just did 2 runs through it clearing everything and couldn’t find the merchant anywhere has he been removed?

been doing some SoT runs on elite to get a soulrend for my reaper and ran past the merchant a few times (didn’t really search for him or do full clears since i was only doing it for the chance to get the weapon).
so he definitely still spawns. no idea if he always spawns or if i was just lucky.
