Once and for all, do Totems buff non-weapon attacks?

I was thinking of taking both Totems and their modifier skills in my Bleed/Vitality Conjurer. Was hoping that dropping both totems, Blood Pact would buff the Vitality damage that the Corrupted Storm Totem is putting out. I have read various threads but there seems to be no hard consensus on totems and many threads are out of date. Since Blood Pact buffs +% Bleed damage and Wendigo Totem has no bleed component, clearly Blood Pact is buffing something else besides just Wendigo itself. The question is, does it buff just weapon damage or is it all skills within the area of effect (and if skills, would that include the Storm Totem’s damage? If the latter then the combo of the two would perhaps be OP, so I’m thinking maybe it doesn’t work that way.

Blood Pact applies a buff to you, and buff effects are global. As Storm Totem scales with player stats, taking Blood Pact would improve the damage of Corrupted Storm Totem.

So a nice synergy. I went full Bleed for now, but later I want to diversify into Vitality.
