As far as I have experienced the game only workhouses seem to be gaining anything from temporality shelters which is a shame since for late game players will need access to all mine resources which can many times be in miles away so you can set proper mine villagers without wasting time walking all around the map.
Miners will use temporary shelters, but only during blizzards. Each temp shelter only hold 4 people, so for my clay pit with 4 miners and work camp- far away from town, I have 2 temp shelters set up. All 6 will use them during blizzards. The main problem is grocers not stocking shelters properly, so my miners keep running home to stock their shelter. This should be fixed in the next update- it is supposed to set grocers to stock the market and then stock shelters as well, so other villagers can work longer before going home for cuddle time with their housemates. 
The temp shelters I have built up next to my sand pit and gold mine, and 2 others built by a set of 3 iron mines (no workcamps) get used by the miners when there is a blizzard.
Make sure you have wells near the temporary shelters, so the miners and work camp people have water to drink- otherwise they will leave to go looking for water at times.

Are you sure? I could swear my miners seem to not give a single fck about blizzards. They will just happily keep digging but when they are hungry, they will walk back all the way to the center of my village, not giving another single fck about shelters. Work camps and others caught away during blizzard will use the shelter but not the miners.
Yeah during blizzards but should they not use them also in other times also? Not only when there’s a storm to rise.
BTW @EvilGinger Thx I had set up my water to the shelter too far so I was confused why it was used so little lol
I just figured that having a well right by the temp shelter was a good idea- thirsty miners and … lightning strikes starting fires- always good to have a water source nearby since it’s a wooden structure that can and will burn to the ground before villagers can grab buckets back in town and run them up to the fire.
