After several games I found the cap for max pop is 1k.

Is this a beta limitation ?

Even though, how to override it ?

Yes, the devs have imposed the limit for the time being to help with optimising the game.

There’s an Extended Population Mod on Nexus, has been since Aug 31st. Use at your own risk.
