Necro/shaman synergies is no way to near necro/occ. If necro/shaman will have lower output then in defence it must be higher. Or is it? Do all classes have to synergise well? Maybe i am wrong.
All classes should synergise well but not all classes should synergise equally well
And regardless of how bad it is there is no need to do what the OP is suggesting.
I have a better suggestion - remake Bonds of Bysmiel into exclusive skill.

In all honesty this would just show that shaman is not that good as a pet mastery to begin with if he can’t compete vs other options even if cabalist receives such a significant nerf.
Technically shaman-based summoner became better in expansion with flat damage on Mogdrogen’s Pact and Emboldening Roar remake. But Primal Bond is just as strong as Manipulation (maybe be even weaker), and Bonds of Bysmiel is 3.5 times stronger for pets than Heart of the Oak. And isn’t even an exclusive skill. So even if you make Primal Bond non-exclusive it’ll still be inferior without further adjustments. That’s not even bringing up the much bigger amount of flat damage that Cabalist has.
I’m super opposed to removing damage absorbtion, because Primal Bond will become a trash (non)exclusive for phys/bleed warder as well.
