When the mill is unlocked at tier 2 there is no way of building it because you need “big tools” which you cant produce until tier 3… it doesnt really makes sense

Welcome to the forum. 
This isn’t a bug though. You can get heavy tools from traders so buy a couple when they’re next available. Also make sure to have a few spare since the foundry and blacksmith (tier 3 buildings) also need them to be built and to run. Once you have those 2 up and have a supply of iron ore you can make your own heavy tools.
