are you able to get quest items without having the quest active?
e.g. Runed Stone of Mogdrogen from the Ch’thonic Rift in Blood Grove?

IIRC you cannot get that quest item without the quest. Im not sure if it has something to do with needing faction requirements or not.
However things like the strange key, slith necklaces, fang of the bone hunter you can get.
okay, i mean, i have the required faction reputation, i was just wondering because i have to progress to fort ikon to restore the shrine on elite too…but that’s okay.

For that particular quest no you cannot get it without the quest active. Ran through that area not to long ago without it and did not find it. Found quest, found the item shortly thereafter.
