Question about Elemental Storm

It says 13 reduced elemental resistances for two seconds. Is that 13 base reduction or is it 13%? That being said, is it even worth it for a lightning-based caster? I could use those three points in Targo for extra HP instead if the skill isn’t worth the points.

I’m not sure if this is a common knowledge question but 13 doesn’t really tell me much, especially when I don’t know what the enemy’s specific resistances are in the first place. I assume reduction will help regardless, but three devotion points can go a long way.

Well, first of all, you can’t go 3 points in Targo, you have to go 4 to get the max benefit (or else you were just better going for just a point in the Order+red point crossroads), but it is a 13 reduction at it’s base rank, but scales, and the reduction flat. If a target has 100% resistances, it reduces it to 87%, if a target has 0% resistances, it reduces it to -13%, assuming we talk about base number.

Also, if you are a WD or Storm Totem user, it has really strong synergy with those, as WDs/STs have per unti devotion CDs, meaning you can easily get out a lot of devotions procs out. I’ve been wanting to try a 9x Blind Sage Wind Devil spam, as each Devil could get out 3 of them consistantly easily, and each Devil procs them on their own CD proc.

I already have one in Targo which is why I said those three. I was originally going for the HP nodes until I remembered Elemental Storm only required three points to grab and I figured it would be beneficial for my build. Considering I’m level 82 in Ultimate, I don’t know how beneficial it will be and that’s why I made this thread. I know enemies in Ultimate have a lot more resists than on lower difficulties so I’m wondering if it’s worth the investment. Also, the reduction goes up by one per level so I’m not sure where it will end up (I assume in the 20s). Also, I have it assigned to Storm Totem since Reckless Tempest is on WD at the moment. Since I have pretty decent OA, a single WD can wreck an entire room and now with ST tossing out Elemental Storms all over the place, I assume I’ll be clearing a bit quicker now.

Elemental Storm reduction won’t stack with Raging Tempest via Wind Devil - and Raging Tempest is by far the larger debuff (or at least it can be with proper investment)

the Question is if you want to put all those points into Raging Tempest then yea it is better than Elemental Storm but the problem of Wind Devil is it travels randomly which can be frustrating because it goes to the farthest target most of the time and Elemental Storm on max Rank is 30 reduced elementalresist so it is only a little inferior to Raging Tempest and there is also the fact that Raging Tempest debuffs only for 1 sec.

Ok, so I think there’s been some confusion. Reckless Tempest is assigned to Wind Devil - that’s not coming off because that’s my biggest damage dealer. I have really good OA and on average a 20% chance to crit most enemies so Reckless Tempest procs all the time. Even as Wind Devil is making its way to the enemies, I see RT spamming off-screen. Generally when WD travels off-screen, I just find a heap of corpses because RT has obliterated everything already.

Elemental Storm is assigned to my Storm Totem. I always drop a WD and ST in a room full of enemies and watch as everything dies in a few seconds. The entire room turns into a giant lightning storm with RT and ES proccing all over the place.

As for RT, the only debuff it brings to the table is a 20% chance to stun target. ES lowers their resistances so I’m not sure why those two debuffs wouldn’t stack (if you can even consider stun to be a debuff).

So, all I’m asking is will Elemental Storm be beneficial down the road in Ultimate or will those three points be better spent elsewhere? Since I’m near the end of my build, I still have 8 skill points unassigned (not sure where they should go) and two devotion shrines to unlock. I can change things around but I never used Elemental Storm before and didn’t know if it will even make a noticeable difference to the enemies in Ultimate with their buffed resistances.

Edit: Shit, I just realized where I went wrong. I said Raging Tempest in the 2nd post when I meant Reckless Tempest. Sorry about that, that’s my fault.
