I did a couple searches through the game guide and the forum and I failed to find a definitive answer for this. On items such as the Mythical Handguards of Justice is the physical damage converted to fire only converting the physical damage on the skill, or does it convert both 50% of the base physical damage on the skill and 50% of physical damage being pumped out through the weapon damage component of the skill?
It’s the second option, all damage the skill deals.

Does this apply to skill modifiers. For example does the fire to lightning conversion to Fire Strike on Mythical Stormheart affect Explosive Strike?
This is a good question. I was wondering about this same thing with arcanor on forcewave and the internal trauma damage from Internal Trauma.
Yes to both, all the modifiers are converted as well.
