Should you be able to trade when the building is upgrading?
I mean … yeah.
Othwrwise itd be 2 years without having any trade.
The only time that i wasnt able to trade was when i moved the construction. It took me a whole year and a half and 2 years without a merchant, but that was for a comprehensive and logical reason.
I upgraded my trade center on a new map last night and when it was upgrading I couldn’t access it so you are lucky!

I upgrade the warehouse just as the traders arrived and they waited until it was finish, of course the time for trading was shorten.

This is a players choice, to not prio it or have to low staff at the start. I would find it usual to have no access when it is upgrading.
Not necessarily. You can time the upgrade so that it happens after traders leave for the year. It’ll be finished by the time the next year comes around, especially if you prioritise it so you miss no trading at all.

Yes that’s more realistic. I don’t think it would be safe to have people in the building while it is being overhauled.
