Resource priority issue?

In my most recent town I had some T3 buildings on priority build on the town outskirts and some statues (not priority) near the town center. I was low on global gold and when I transferred gold from the trader to global the statues had their gold need filled first by builders even though they had no priority.
Does closer construction take priority regardless? can priority builds lock in the needed resources as they become available? This becomes an issue if you build as part of town planning and you have limited resources to share.

I have usually found it safer to disable construction on the buildings I don’t want to snaffle certain resources.
