is it possible to rotate the picture?

If you mean rotate the camera then yes, hold down the wheel on your mouse.
I’d prefer a key, preferably either of the SHIFT keys, and for building rotation the CTRL keys. Tried changing it in the Interface and it reverted upon reload.
Another way to rotate the camera will be coming in the v0.8.2 patch.

how do i install the latest updates. The game can lower ground it would be good to be able to increase the or raise the ground on roads or in some areas? Thoughts?

Go down to the Public Play Testing Discussion section and in the FAQ there is the code for the playtesting branch. In Steam right click on the game’s icon, go down to Properties and over to Betas. Select the playtest branch from the drop down and enter the code and click on Check Code. Steam will then download and install the latest playtest patch.
