they can drop anyway, but probably the best way is to farm bosses. Not sure on the crucible?

Treasure troves have a high chance of dropping recipes, you should try farming those
yes, TT around lvl 25 (so most likely AU/SoT/Depths ones). if you’re becoming desesperate wait until you reach Arkovia, and save just before you complete the quests with the Forgotten texts (relic tier 1 guaranteed as a reward). make a copy of your save and reload it until you got what you want
