Because the crafting system was completely overhauled?

Believe he’s referring to granting a player a skill through scripting (a much sought-after feature) as could be done in TQ.

yes we could give player, as a quest reward a skill dbr.
For example the quests that granted elemental resistances to players were done by giving players a passive skill.
Well, the Conversation and Quest systems were overhauled too. 
If that feature makes a comeback, it would be because we needed it for future content
