So I am starting over at lvl 1 with a WH build and I am wondering if I should grab every one time chest as I get to them and also the treasure troves you need to blow open. Do I grab them asap or do I come back at a higher level?
Also what do both of these have a chance at dropping that makes them extra special?
Someone correct me if I’m wrong, but I think chest scales to the level of the area in addition to your own level so you better open them when you encounter them. But treasure trove spawn at each new game session, they are not unique like one-shot chests so there is no reason to not open them if you have dynamite lying around.

One-shot chests have 100% chance to drop a unique (epic in Normal/veteran and sometimes legendary in Elite/Ultimate)
Treasure troves have good chances to drop a rare mat (brain/heart/blood or manticore eye), blueprints and sometimes epic/legendaries
nope no reason to wait on either. Treasure troves respawn on each new game session.
All 1 shot chests drop epics or legs based on the level of the area not the level of your character.

what about devotion shrines though, save the last 14 for ultimate maybe?
I thought devotion shrines were difficulty specific?
They are difficulty specific, no point in saving them
If anything, I’d save a few oneshot chests that are relatively easy to reach, but by and large I do not think that is worth it either, just do SoT a few times once you can, there is a guaranteed unique in one room, so that is your infinite one-shot chest…
By the time you level up a bit and remember to go back to the one-shot chest, you’re already overleveled for what it can drop or you’re already wearing something better. Just grab them as you find them.
i kinda meant save the last 14 devotion points, not save the shrines. That way you can take every shrine on ultimate difficulty and maybe get better rewards?

No, you can restore all devotion shrines anyway. If you already have 50 points you simply only get loot from it, not points
There are a few areas with wide level range worth saving, for example the depraved sanctuary range from 25-50, so you can choose to either have level 25 epic or level 45 epic.
Of course it won’t be any different for level 85 players, but for first timer it does matter
