105% all damage 35 OA 15% racial and nifty 5% double racial reduction. Feels like it’s an automatic slot-in for any caster.
I suggest reducing total damage to 85-95% and Chtonian racial to 10%.

However, it is worth noting that it can only be embedded on “range weapons” and “caster off-hands”.
Both basic damage and basic bonus of ranged weapons are lower than melee weapons, so I think it is reasonable to give them slightly stronger components. Besides, let’s take a look at the inlay of long-range weapons,
Coldstone, Enchanted Flint, Riftstone, Vitrionic Galstone, Wrathstone,none of them can be embedded in range weapons. Range weapons indeed require a relatively universal set of components.
So I think we can remove “caster off-hands” from the scope of application of Silvercore Bolts (as its name suggests, they are “Bolts”, and more important, caster off-hands have enough powerful components), but retain the excellent properties of Silvercore Bolts for long-range weapons to use them.
Or buff other caster components to make them more competitive. 
It is a great component but not automatic. Some builds may need resistances and go for Seal of Might, Resonance or Blades. Others use WD skill and may want ADCtH from Haunted Steel…
But the aura is strong. Maybe it does not need % all damage but % piercing on the aura…

Agreed, this now looks like a must-include for basically any build trying to get more damage.
By comparison, damage type-specific components (Like vitriolic gallstone) get about the same bonus, but add flat damage… this one covers every type…

Then it would also have to be removed from Deathchill Bolts, Flintcore Bolts, Aethersteel Bolts, Hell’s Bane Ammo, Venom-Tipped Ammo, Void-Touched Ammo, and Devil-Touched Ammo to remain consistent. Not gonna happen for gameplay reasons.
From the perspective of “realism” yeah it is a bit weird to attach ammunition to the books/sticks/etc. that constitute off-hands, but I guess it can be simply explained as “magic.”
BTW let’s not forget Silvercore Bolts is still only a level 27 item and should have stats appropriate for that level.
