Depends on your gear, really. Stacking Squad Tactics beyond 12/12 is generally bad, so if you have any + Soldier skills, you should drop some points in that.
You build appears to have 0 OA. I’m sure you’re survivable, but going 12/12 in Menhir’s Bulwark while going 0 in Oleron’s Rage is odd to me.
Also confused about 16/16 Vindictive Flame and 1/12 Ulzuin’s Wrath. I’d rather go 5/16 Vindicitive Flame and 12/12 Ulzuin’s Wrath. That’ll increase your aoe clear time significantly.
Not sure how many points you need in Scars of Battle. Also no idea about your Devotions. Again, character sheet and gear.
In order for UW to proc VF must hit an adjacent enemy. UW procs more frequently if VF has a lower cooldown. VF also has +% total speed now.
At OP, build looks really good for a retaliation tank. But you definitely need good resistances regardless.
