Skill Modifier not Working Properly

I’m currently playing the mod “Dawn of Heroes” and I’ve found that one of the skill modifiers is not working properly. My first question is how does offensivetypeModifierChance affect damage over time debuffs? Does it roll the chance for each tick of damage or when you cast? The range increase and energy cost increase work but the improved damage doesn’t proc. Any ideas? Here’s some screens I took of the in game skills and DBR file for the modifier. I did a fresh install of Grim Dawn and the mod but it didn’t seem to fix it.

Update: Tested with only the skill, the skill with the first modifier, adding the proc to it, and the skill with the modifier that is not working properly

Agony - 396 damage per tick, 4 radius

Misery applies the -resistance and damage proc correctly

Agony with Shackles of doom, 396 damage per tick, increased radius and energy cost applied correctly. Proc never occurred even after casting ~50 times.

It may be a bug on my end, but I fresh installed both Grim Dawn and Dawn of heroes, which did not fix the problem. I’ve also tried 3 different characters after the reinstall, all had the same issue.

Pretty sure the chance is checked for every single tick.

Alright, I’ve been messing with it and I made the chance 100.0 for both procs but it still isn’t working. Anywhere I should start looking to solve this?
