Skills not on the Mythical Version of Items

Hello there,

I was just curious whether it was intended for some of the mythical versions of items to not have the ability of the non-mythical version?

If you take Temporal Tempest which has an ability Temporal Shift but the mythical version does not have the ability. You can see here.

It would be good to know if it was a design choice and if so why this is the case.

Intended, and well known.

Devs felt that the game was oversaturated with procs and decided to remove them in favor of skill modifiers in mythical items.
