I cannot slaughter cattle on demand on level 4. The reduction of its population also does not initiate slaughter.
I have the same issue with level 3. I keep getting ‘overpopulated herd’ messages and built extra barns, but that only lasts so long. Try as I might using either the ‘Set Herd Size’ or the ‘Slaughter’ Option I simply cannot ever get either of the Large Barn workers to slaughter a cow… they just don’t do it… I end up with barns classed ’ Sickly’ and from then you can no longer assign any workers to it or move the stock, it becomes like an abandoned house… this persists non stop, they’ll make milk ( and even that is erratic as the cheese maker staff is almost always ’ wandering’ and unable to work) but so far totally unable to initiate any slaughter… I reckon my herders are vegetarian activists !
Hope this is fixed in the update
