So far I’ve only checked this in Normal and Elite, latest build.
I’ve noticed that the enemies on the first three levels of the Steps of Torment scale much higher than the bottom two levels. This feels backwards. Shouldn’t the insane challenge portion of the dungeon have higher level caps on enemies?
I tend to do the first three levels when I get the quest from Kalderos, and then put off the bottom levels until the end of the campaign. So when I return to the Steps, I’ve always found the first three levels are still challenging, with enemies around my level, but the bottom two levels have enemies well below mine.
My suggestion is to raise the enemy levels on Suffering and Anguish so that they’re on par with or even higher than the enemies on the top three levels.
