Steward's Halberd - how to find

Hi guys

need some help finding the Steward’s Halberd - need it to craft spite.

Drops from Steward supposedly but I am getting nothing, tried all difficulty levels.

Does it drop on Normal or Elite? Do I need it to be high level to craft Spite?

Level of the halberd doesn’t matter.

The droprate might be level and/or difficulty dependant.

I tried with many configuarations, like this one Elite lvl 90

total drop chance is 35% still

It can drop two Steward’s Halberds, one at level, 84, one at level 94, with 17.5 % chance each. But your chance to get any Steward’s Halberd is still 35%.
