If I cast something like Primal Strike, and I had Storm Touched maxed (and I had at least 1 stack of Savagery active), would Primal Strike have 20% chance of +255% lightning damage?

I would say: No. The Storm Touched bonus will only affect Savagery strikes

Skills that are attached to another skill ONLY affect the main skill unless specifically stated. Savagery is a little weird, as a skill, but it should still hold up.
