Ditto, Every building that is repaired automatically by the builders seems to be doing this.
The Green bar stays above the building as well.
So it is normal.
No its not normal in my opinion and only see a huge increase of buildings showing integrity issues and not being repaired since the last two hotfix patches.
Builders seems to be fixated to fences (upkeep) and not taking care of other buildings. Hope they will fix asap in upcoming hotfix 7.5D
We will wait and see.
