Pretty much the title. Now it looks very underwhelming compared to Necro and Occ: while SS is bloated with mods and Sigil is okay, Shaman has only some flat and +1 summon limit to Storm Totem. No flat cdr makes it incredible to play with 4 (not saying 5) totems all together.
So some buffs like -2 sec cd to Storm Totem and some adcth/increased flat to it would be cool.
Storm Totem itemization is kinda weird in general. Like, we have multiple items that increase summon limit, but only one item that decreases CD (and Ludrigan has extra life time). Sorry about that, forgot about Stormreaver and Groble off-hand reducing CD as well as +1 summon.
In case of Valguur + Celestial Stone of Halakor we can have ~30% CDR and up to five Totems. But the problem is, five totems will live for less than a second (T - time in seconds, # - number of totems active):

This ^ is if you cast totems as soon as theyâre off cooldown. Which is unlikely since we also have other skills and human reaction speed penalty, or whatever. So realistically youâll see five totems once in a blue moon.
Giving it -2 seconds would be too much I think, but -1 second sounds reasonable enough for a full set bonus. It will improve the duration of five totems active quite significantly:

Giving it ADCTH would be too bananas, so thatâs a no-no.
Never heard someone define ââreflexesââ as penalty. Yeah we all could move like flash without that mutator and the worst thing is the mutator intensifies as you get older 
Yeah I forgot the word. Thatâs another âpenaltyâ for me then =) But anyway, unless one is using some macro or autocaster programs, etc. thereâs no way fifth Totem is usefull to any degree.
Back in the day Time Dilation was used to enable the 5th Totem, it combining with Dying God so easily meant it wasnât a bother either. Forgotten Gods killed any consideration for the idea though due to the addition of Rattosh. So I could see some cooldown or duration being added somewhere to a Vitality Storm Totems character being warranted now.
I approve this idea. Iâm currently leveling a Trickster Vitality Caster with Phantasmal Blades/Grasping Vines (converted using Groble Sand Effigy)/Devouring Swarm. These are the core skills but the last one (Blade Spirit) only comes into play at the very end of the game due to the level 94 requirement on the amulet of the Demonslayer Set which is the target for the end game. The main leveling/DPS skill has been Storm Totem and itâs pretty good but iâll replace it once i get to level 94. If the Valguur Set offered some other benefits to the skill then i would take it into consideration as well but just +1 Summon Limit isnât good enough.
