There should be a basic mill (and other structures) available at tier 2

I think that the game could use a basic mill, something that doesn’t necessarily require heavy tools. Maybe it could require a constant supply of stone (4 stone every 100 grain, to mimic grindstone use) and be super low efficiency (1 grain + 50 or 100 labor = 2 flour).

Edit: Maybe we could have other lower tier, less efficient structures like the foundry.
