Trying to proc a skill/buff of another

In a similar vein, by having a Debuff that deals damage have an autocast skell with the controller of 100% on kill, does it make it so that when the enemy affected by the debuff dies, it casts it?

Trying to make debuff DoT and Strike skills that, when they die explode in a small aoe. Making one that casts a chain lighting type attack when it dies is something I am hoping to implement too.

I think I saw someone post a skill that summoned ice pillars that had an aura and then exploded into projectiles, so I figure it was something like that, but I can seem to find a similar skill to compare against in the game itself.

Has anyone done any work on this sort of thing yet?
