Twin fangs proc on skills questions

I’m running a variation of the flowermancer build (lots of vit / life leech skills).

I have aoe “pulse”-type skills, like wendigo totem, storm totem, sigil, and of course, swarm.

The main question is: Where should I attach twin fangs to get the most use out of it?

Sub-question is: how do these skills work with procs, more generally?

Do I get a new proc chance every time sigil “pulses”? Do I get it on each enemy it hits? What about storm totem? It “pulses,” too, but not to an AoE: does it proc when it hits an enemy? - One per bolt, or for each bolt “jump”? What about curses like swarm: it pulses damage, and goes through enemies, so similar questions…

That’s more a question of personal preference than efficiency. Twin fangs has a one second cooldown so skills that hit more than once a second are not the best choice. Devouring swarm has no cooldown so attaching a devotion skill with no cooldown works best. Same goes for storm totem, yes it fires once a second but it can hit 5 (or more) targets with each shot at max level and each hit has a chance to proc. Sigil of consumption pulses once a second, so that works. Wendigo totem works the same way. I prefer sigil since you can have two up at the same time.

Why would it be bad to have it on an ability that fires faster than once per second? I’d think the object is to have it fire off as much as possible, and while that 1 second cool down may cause more than 1 cast to not be capable of casting twin fangs, as soon as it can, the speed at which you will get another twin fangs proc is greatly increased.

The only question comes with you have multiple on attack procs to locate. At which point you might consider one that has no cool down on the faster casting ability, assuming the proc is as good.

Hitting multiple targets also increases chances of a proc, so that is also to be considered. I just wouldn’t let something that casts multiple times a second to deter you away from using an ability with a cool down on it.

Well, then, the better question might be for Mark of the Wendigo: Better attached to swarm or sigil?

Both pulse, and both AoE. Do they both have a chance to proc on each pulse of each enemy they hit? (In which case, it would be swarm by a hair).
