Hi! I am unable to upgrade the town center to tier 3, because it doesn’t count the houses I’ve already built. I have built 40 houses (25 required), I own everything else needed to upgrade it, still it only counts 10 houses. Has anybody already fixed this problem? Restarting the game twice didn’t change a thing.

Welcome to the forum. 
It’s not the number of houses you have; it’s the type of houses. You need 25 Homesteads to be able to upgrade the town centre.
To go to tier 3 you need homesteads (and you have 10).
The rest of your houses are probably only shelters.
Houses evolve, when their needs get reached.

The same will apply when you’re ready to upgrade to T4. You’ll need 25 Large Houses to upgrade.
I have 30 homesteads and my town center still only recognizes 10 of them. I have all other reqs for the Tier 3 upgrade, but the center isn’t seeing the homesteads, so I’m stuck. I’ve tried reloading, but that doesn’t work either.
Are you sure they’re Homesteads and not just Shelters?
100% positive they’re all homesteads.
Try verifying the game files.
I did that already when a restart wouldn’t fix it. Prior to 8.0 I was continually having the same issue, but will test after this update.
Just a note, I started a new game yesterday in 7.6, downloaded 8 this morning and continued the same game. I had about 3 - 4 shelters upgraded to Homesteads before the download, upgraded another 18 today, and my Town Hall is showing the correct number of Homesteads, so it doesn’t seem to be a general problem with a game straddling the two versions.
