V 1.1.9.7 Mistborn Talisman Relic blueprint not dropping

V. 1.1.9.7 Every source I’ve read says there is an 18% chance of Voldrag or the Troll King dropping this blueprint. I have farmed hours and hours and cannot get a drop. This is a necessary component for many Transcendant relics. Pleas help

rng
it does drop
keep farming (double check blacksmith you didn’t already learn it)
only farm Voldrak in smuggler’s pass (he’s fastest)
if necessary try verify game files to make sure everything is as it should be
