Farmers appear to be assigned to crop fields as soon as the footprint is designated (and before builders/laborours clear a field for tilling). In addition, when you cancel the construction of a crop field but keep the footprint, farmers remain assigned which causes the labour pool to stunted.

Farmers specifically do the labour for fields.
Either way, even when field construction is stopped, the farmers are still assigned, which doesn’t happen when building construction is stopped.
