A wagon was turning onto a perpendicular road. The road it was turning onto had a hedge fence gate built at the intersection. The wagon was stuck in the gate constantly turning left and right until I deleted the gate. Lasted through multiple openings and closings of the game and saves. Removing the hedge gate finally freed the wagon.
Do you have a save with the wagon still stuck?
happened to me as well, what i did was remove the worker and put him back in that fixed it
