Want to know how "Generate Additional Threat" work

I let my friend check Datebase files to found accuracy Taunt Value for equipment & skills
so, I really want to know whether their working principle is direct superposition or other ways?
like Common attack is 40 + 30 = 70 and GS level1 is 40 + 40 + 30 = 100(Taunt Value max 100)
BTW all kind of PET common attack not have any Taunt value

Conduit of wild whispers / Taunt min 40
Beastcaller’s Talisman / Taunt min 30
Ground Slam level1 / Taunt min 40
